Reid Baldwin serves as the Director of the Enterprise Security Services Division (ESSD), which is part of the Enterprise Security Operations and Support Directorate at the Department of Homeland Security Office of the Chief Security Officer (OCSO). As the Director, Reid is responsible for the execution, implementation, and leadership of the identity authentication and authorization operations across the Department, which includes overseeing the Homeland Security Presidential Directive-12 (HSPD-12) Program and implementing policies for the organization. He also assures that all procedures of the HSPD-12 program are performed reliably and provides guidance and assistance to the DHS Components.
Reid is also responsible for two major enterprise capabilities: the implementation and maintenance of the Integrated Security Management System used by the Department for suitability, fitness, and clearance processing, and the Personal Identity Verification (PIV) card issuance infrastructure. As part of the PIV infrastructure, he provides oversight and management of centralized printing, self-enrollment identity proofing, derived PIV credentials, official pocket credentials, and other identity related credentials. An integral part of the OCSO’s mission depends upon the availability and reliability of Identity, Credential, and Access Control Information Technology Services.
Prior to joining OCSO, Reid was the Branch Chief for Security Policy and Administration for the United States Customs and Border Protection, and was a Special Assistant to the Chief Security Officer of the Transportation Security Administration. Prior to coming to the Department of Homeland Security, he served in the United States Navy, where he spent 26 years in a range of leadership positions that included Officer in Charge of Personnel Support Activity Detachments, Washington, D.C. and Anacostia, D.C., Administrative Officer of the USS Enterprise (CVN 65), USS Orion (AS 18), and USS Okinawa (LPH 3), and Assistant Adjutant General for the United States Southern Command.
Reid has a Bachelor’s degree in Management Studies from the University of Maryland University College and a Master’s in Business Administration from Strayer University.
