Jim Russo is the Branch Chief, Solutions Development in GSA’s Federal Acquisition Service (FAS). The Federal Acquisition Service provides buying platforms and acquisition services to Federal, State and Local governments for a broad range of items from office supplies to motor vehicles to information technology and telecommunications products and services. As an organization within FAS, ITC provides access to a wide range of commercial and custom IT products, services and solutions.
As Branch Chief, Mr. Russo is responsible for all technical requirements including VPN, Ethernet Access, IP Voice, Managed Network Services, and Cybersecurity services in partnership with DHS. EIS has a broad scope of services and is designed with flexibility to allow Federal agencies to modernize their network services and infrastructure. Previously, Mr. Russo developed and managed the GSA Future COMSATCOM Services Acquisition (FCSA) and all GSA commercial SATCOM contracts. He was a key person in building the FCSA partnership with DOD which created a common marketplace for all Federal Government commercial satellite service needs. The Program currently has over 40 companies under contract.
Mr. Russo has over 35 years of technical experience in the design, development, acquisition and operations of telecommunications and wireless services for commercial industry and the Federal Government. He is a Federal Government acquisition professional with experience in all aspects of the acquisition lifecycle, including acquisition strategy, requirements definition, source selection, and post-award program operation. Mr. Russo is a Senior Fellow of the Partnership for Public Service Excellence in Government program and has an Electrical Engineering degree from Drexel University. His background also includes program management, systems engineering, cybersecurity, wireless network specification and modeling, and communications hardware design, development, and implementation.
